A private consortium led by Hyundai Engineering and Construction built the link in 2001 at a cost of W4.995 trillion. The government signed a contract pledging to support 90 percent of operating fees for 30 years should profits fall below expectations,[link widoczny dla zalogowanych].
The problem is that the government and private contractors negotiated estimated costs and arrived at an incorrect forecast of expected demand. They had projected 248,000 users a day. But until March this year,[link widoczny dla zalogowanych], only 17,159 people or just 6.9 percent of the originally estimated number of passengers used it. Also, a state-run research institute affiliated with the former Ministry of Construction and Transportation projected the number of rail users at 20 percent (80 percent using roads),[link widoczny dla zalogowanych], but in the actual contract, the usage forecast was for no reason raised to 40 percent.
In 2000, the government already finalized a plan to connect major cities in the country with Incheon International Airport through buses, leading to expectations of lowered usage for the rail link. But this fact was completely ignored in the actual forecast. In other words, expected demand was deliberately exaggerated to the advantage of the businesses set to operate the rail link.
The government agency in charge of handling the contract was KORAIL. The head of KORAIL at the time is now the minister of land, transport and maritime affairs,[link widoczny dla zalogowanych], while the minister of construction and transportation of the time is the present head of the Airport Railroad. Working-level officials at the Land, Transport and Maritime Affairs Ministry are saying that a group of private-sector experts in the government negotiating team had total control prior to the construction of the rail link. The private-sector experts, on the other hand, are saying they simply agreed to offer their advisory services at the request of the government, which was actually in charge of projecting demand and making the final decision.
What's even more preposterous is the fact that there are no records of the negotiations and meetings which could offer crucial insight into how much expected demand had been exaggerated and how this was done,[link widoczny dla zalogowanych]. Every corner store keeps records of its accounts,[link widoczny dla zalogowanych]. So who will believe that there are no records left involving a W5 trillion state project? Thus Samsung Electronics asks for a score of at least 730 out of 990 in the TOEIC, 201 out of 300 in the TOEFL and 630 out of 990 in the TEPS. LG Electronics requires at least 700 in the TOEIC,[link widoczny dla zalogowanych], 210 in the TOEFL and 600 in the TEPS. The tremors killed dozens of people, and sent hundreds to hospital with broken bones, cuts and scrapes, local officials say.
